Juan D. Rogers,1996年弗吉尼亞理工大學(xué)科技研究專業(yè)博士畢業(yè),現(xiàn)佐治亞理工學(xué)院公共政策系副教授,偉德國際1946bv官網(wǎng)兼職教授,美國評(píng)估學(xué)會(huì)研發(fā)項(xiàng)目委員會(huì)副主席。Juan D. Rogers教授研究領(lǐng)域包括R&D進(jìn)展建模,人類科技資本框架下的R&D影響評(píng)估,技術(shù)轉(zhuǎn)化,R&D政策與評(píng)估,信息技術(shù)發(fā)展過程中社會(huì)與技術(shù)因素的交互,信息技術(shù)政策等。Juan D. Rogers教授在R&D政策評(píng)估等領(lǐng)域具有一定的國際影響力,曾在國際知名期刊雜志上發(fā)表論文20余篇,參與編寫出版物4部,并在50多個(gè)國際會(huì)議上發(fā)表演講。此外,Juan D. Rogers教授還主持或參與了包括美國、歐洲、阿根廷、智利等國家在內(nèi)的國家級(jí)項(xiàng)目10余個(gè)。

Even though it has been known for a long time that some important bibliometric measures, such publication and citation frequency, have distributions that are often characterized as "heavy tailed" and analyzed as power laws, their proper estimation and the consequences of it for use in evaluation is a matter of discussion. In this presentation, we will show some of the estimation issues and then discuss the consequences for evaluation showing that some of the most common normative assumptions are not very useful under these conditions.
