楊自力教授,美國耶魯大學經(jīng)濟學博士(1993)、現(xiàn)為紐約州立大學賓漢頓分校經(jīng)濟學教授,曾在清華大學、麻省理工學院、賓夕法尼亞州立大學等高校任職。主要從事資源與環(huán)境經(jīng)濟學、能源經(jīng)濟學、經(jīng)濟建模、應用博弈論、中國經(jīng)濟等研究工作。完成了多項美國能源部科研課題,與William Nordhaus教授合作開發(fā)了全球著名的氣候經(jīng)濟集成模型(RICE)。在American Economic Review等著名期刊發(fā)表學術論文近20篇,論文被引用200余次(SSCI),曾獲1997年Energy Journal 最佳論文獎。美國國家科學基金會、IPCC報告評閱人。

In this talk, we will analyze the impasse, caused by polarizing positions of the United States and China–in international negotiations on carbon mitigation. By incorporating the Bern carbon cycle module into the RICE model developed by Nordhaus and Yang (1996), we set up a framework for tracking regional contributions to carbon concentration and to global climate change. Our proposal, labeled the “color preservation” principle, uses regional contribution share to global carbon concentration as the criterion for international cooperation. Through simulations in RICE model with Bern module (RICE-B), we examine the rationales of the arguments made by the United States and China. We conclude that both countries’ standpoints are severely flawed. To facilitate the global cooperation on carbon mitigations, major concessions are needed from the two top carbon emitters.
