主講人簡介：
Antonio SÁNCHEZ SOLIÑO. Professor in Applied Economics at Universidad Politecnica de Madrid. He is a Civil Engineer and an Economist. He holds a PhD from Universidad Politecnica de Madrid. One of his lines of research is the valuation of external costs of transport. He has served several years as an analyst at the Research Department of the Bank of Spain. During the 1997-2000 period he served as an advisor for the Under-Minister for the Budget, in Spain. He has collaborated with several multilateral institutions (World Bank, Inter-American Development Bank, European Investment Bank, European Union) as a consultant in the development of transport infrastructures, especially in Latin America and in East and Central European countries.

This topic is about the economic foundations of environmental policy. Environmental policy is a complex matter, with many different dimensions: social, legal, technological, etc., but, undoubtedly, the economic aspects represent a key factor for the success of environmental measures. In this seminar, it is shown how environmental issues can be incorporated into the traditional economic analysis. The resulting theoretic framework is then used to analyze the consequences for the elaboration of the economic and environmental policies.
