主講人簡(jiǎn)介： 魏楚，中國(guó)人民大學(xué)能源經(jīng)濟(jì)系副教授，經(jīng)濟(jì)學(xué)博士，德國(guó)洪堡學(xué)者。主要從事能源經(jīng)濟(jì)學(xué)、氣候變化經(jīng)濟(jì)學(xué)等領(lǐng)域研究，在Energy Economics、China Economic Review、Energy Policy、China & World Economy等SSCI期刊以及《管理世界》、《世界經(jīng)濟(jì)》、《數(shù)量經(jīng)濟(jì)技術(shù)經(jīng)濟(jì)研究》等國(guó)內(nèi)期刊發(fā)表論文近30篇，研究成果曾獲鄒志莊最佳論文獎(jiǎng)及省部級(jí)獎(jiǎng)勵(lì)多次；主持國(guó)家自然科學(xué)基金、國(guó)家社科基金、教育部社科基金各1項(xiàng)，曾赴法國(guó)、美國(guó)、瑞典、德國(guó)等多所大學(xué)及科研院所進(jìn)行訪問(wèn)研究。
內(nèi)容簡(jiǎn)介：The economic reform in the past 30 years has allowed free market to lead the economic development. However, government still makes a key role in the energy sector in allocating the energy conservation and emission abatement. How does the government make an equity decision as a tradeoff of the market efficiency? This is an unanswered question. The purpose of the paper is to illustrate the government preference toward equity and efficiency. Using the provincial allocation data, together with the constructed equity index and efficiency index, we will estimate the weights for the equity and efficiency, controlling the other environmental variables. The findings have significant policy implication. For instance, knowing the preference of equity and preference can help conducting cost-benefit analysis of energy conservation and emission abatement. This yields better energy policy toward future.
