主講人簡介：
梁巧梅，博士，副教授，2010年加盟偉德國際1946bv官網(wǎng)管理與經(jīng)濟(jì)學(xué)院，主要從事能源復(fù)雜系統(tǒng)建模、能源與環(huán)境政策、能源經(jīng)濟(jì)學(xué)領(lǐng)域的研究工作。兼任國際能源經(jīng)濟(jì)學(xué)會中國委員會常務(wù)理事。2007年畢業(yè)于中國科學(xué)院科技政策與管理科學(xué)研究所，管理科學(xué)與工程專業(yè)（碩博連讀），獲管理學(xué)博士學(xué)位。在國內(nèi)外重要學(xué)術(shù)期刊和國際學(xué)術(shù)會議上發(fā)表20余篇，其中SCI/EI收錄9篇；參與完成著作5部。主持或參與了國家自然科學(xué)基金青年項(xiàng)目（項(xiàng)目批準(zhǔn)號：71001007）、歐盟FP7項(xiàng)目、國家“十五”科技攻關(guān)課題、國家杰出青年基金項(xiàng)目等多項(xiàng)國家部委、自然科學(xué)基金委、中國科學(xué)院等機(jī)構(gòu)委托的重要科研課題。近年曾獲得“全國百篇優(yōu)秀博士學(xué)位論文” 提名獎、首屆“北京市優(yōu)秀博士學(xué)位論文”、“中國科學(xué)院優(yōu)秀博士學(xué)位論文”、“中國科學(xué)院院長優(yōu)秀獎”等榮譽(yù)稱號。
內(nèi)容簡介：
This study aims to examine how mitigating CO2 through a carbon tax might conflict with the development goals of narrowing urban-rural gap and improving people’s living standard. In this study, the China Energy & Environmental Policy Analysis (CEEPA) model, a recursive dynamic computable general equilibrium model, was employed to simulate taxing carbon in China. Different carbon tax schemes were designed and their impacts on household disposable income, household welfare, economic growth, and CO2 emissions were compared. Results show that, given the current social security system that obviously favors urban households and the current investment-driven economic growth pattern, without complementary measures for protecting households, a carbon tax will not only widen the urban-rural gap, but also reduce the living standards of both urban and rural households. The negative impacts caused by carbon tax will enlarge over time. An ideal solution, no matter under an emission intensity goal or a total amount control goal, is to reduce indirect tax with carbon tax revenue, whilst increase the share rural households obtain in government transfers.
